国は同等なる事

段落一

 凡そ人とさえ名あれば、富めるも貧しきも、強気も弱気も、人民も政府も、その権義に於て異なるなしとのことは、第二編に記せり。【二編にある権理通義の四字を略して、こゝには唯権義と記したり。いずれも英語の「ライト」と云う字に当る。】今この義を拡て国と国との間柄を論ぜん。国とは人の集りたるものにて、日本国は日本人の集りたるものなり。英国は英国人の集りたるものなり。日本人も英国人も等しく天地の間の人なれば、互にその権義を妨るの理なし。一人が一人に向て害を加うるの理なくば、二人が二人に向て害を加うるの理もなかるべし。百万人も千万人も同様のわけにて、物事の道理は人数の多少に由て変ずべからず。今世界中を見渡すに、文明開化とて、文字も武備も盛んにして富強なる国あり、或は蛮野未開とて、文武ともに不行届にして貧弱なる国あり。一般に欧羅巴、亜米利加の諸国は富で強く、亜細亜、阿非利加の諸国は貧にして弱し。されどもこの貧富強弱は国の有様なれば、固より同じかるべからず。然るに今、自国の富強なる勢を以て貧弱なる国へ無理を加えんとするは、所謂力士が腕の力を以て病人の腕を握り折るに異ならず、国の権義に於て許すべからざることなり。近くは我日本国にても、今日の有様にては西洋諸国の富強に及ばざる所あれども、一国の権義に於ては厘毛の軽重あることなし。道理に戻りて曲を蒙るの日に至ては、世界中を敵にするも恐るゝに足らず。初編第八葉にも云える如く、日本国中の人民、一人も残らず命を棄てゝ国の威光を落さずとはこの場合なり。加之、貧富強弱の有様は天然の約束に非ず、人の勉と不勉とに由て移り変るべきものにて、今日の愚人も明日は智者と為るべく、昔年の富強も今世の貧弱と為るべし。古今その例少なからず。我日本国人も今より学問に志し、気力を慥にして、先ず一身の独立を謀り、随て一国の富強を致すことあらば、何ぞ西洋人の力を恐るゝに足らん。道理あるものはこれに交り、道理なきものはこれを打払わんのみ。一身独立して一国独立するとはこの事なり。

一身独立して一国独立する事

段落二

 前条に云える如く、国と国とは同等なれども、国中の人民に独立の気力なきときは、一国独立の権義を伸ること能わず。その次第三箇条あり。

第一条 独立の気力なき者は、国を思うこと深切ならず。

段落三

 独立とは、自分にて自分の身を支配し、他に依りすがる心なきを云う。自から物事の理非を弁別して処置を誤ることなき者は、他人の智恵に依らざる独立なり。自から心身を労して私立の活計を為す者は、他人の財に依らざる独立なり。人々この独立の心なくして、唯他人の力に依りすがらんとのみせば、全国の人は皆依りすがる人のみにて、これを引受る者はなかるべし。これを譬えば盲人の行列に手引なきが如し、甚だ不都合ならずや。或人云く、民はこれに由らしむべし、これを知らしむべからず、世の中は目くら千人、目あき千人なれば、智者、上に在て諸民を支配し、上の意に従わしめて可なりと。この議論は孔子様の流儀なれども、その実は大に非なり。一国中に人を支配するほどの才徳を備る者は、千人の内一人に過ぎず。仮にこゝに人口百万人の国あらん、この内千人は智者にして、九十九万余の者は無智の小民ならん。智者の才徳を以てこの小民を支配し、或は子の如くして愛し、或は羊の如くして養い、或は威し、或は撫し、恩威共に行われて、その向う所を示すことあらば、小民も識らず知らずして上の命に従い、盗賊、人ごろしの沙汰もなく、国内安穏に治まることあるべけれども、この国の人民、主客の二様に分れ、主人たる者は千人の智者にて、よきように国を支配し、その余の者は悉皆何も知らざる客分なり。既に客分とあれば固より心配も少なく、唯主人にのみ依りすがりて身に引受ることなきゆえ、国を患うることも主人の如くならざるは必然、実に水くさき有様なり。国内の事なれば兎も角もなれども、一旦外国と戦争などの事あらば、その不都合なること思い見るべし。無智無力の小民等、戈を倒にすることも無かるべけれども、我々は客分のことなるゆえ、一命を棄るは過分なりとて逃げ走る者多かるべし。さすればこの国の人口、名は百万人なれども、国を守るの一段に至てはその人数甚だ少なく、迚も一国の独立は叶い難きなり。

段落四

 右の次第に付、外国に対して我国を守らんには、自由独立の気風を全国に充満せしめ、国中の人々貴賤上下の別なく、その国を自分の身の上に引き受け、智者も愚者も、目くらも目あきも、各その国人たるの分を尽さゞるべからず。英人は英国を以て我本国と思い、日本人は日本国を以て我本国と思い、その本国の土地は他人の土地に非ず、我国人の土地なれば、本国のためを思うこと我家を思うが如くし、国のためには財を失うのみならず、一命をも抛て惜むに足らず。是即ち報国の大義なり。固より国の政を為す者は政府にて、その支配を受る者は人民なれども、こは唯便利のために双方の持場を分ちたるのみ。一国全体の面目に拘わることに至ては、人民の職分として政府のみに国を預け置き、傍よりこれを見物するの理あらんや。既に日本国の誰、英国の誰と、その姓名の肩書に国の名あれば、その国に住居し、起居眠食自由自在なるの権義あり。既にその権義あれば、亦随てその職分なかるべからず。

段落五

 昔戦国の時、駿河の今川義元、数万の兵を卒いて織田信長を攻めんとせしとき、信長の策にて桶狭間に伏勢を設け、今川の本陣に迫て義元の首を取りしかば、駿河の軍勢は蜘蛛の子を散らすが如く、戦いもせずして逃げ走り、当時名高き駿河の今川政府も一朝に亡びてその痕なし。近く両三年以前、仏蘭西と孛魯士との戦に、両国接戦の初め、仏蘭西帝「ナポレオン」は孛魯士に生捕られたれども、仏人はこれに由て望を失わざるのみならず、益憤発して防ぎ戦い、骨をさらして血を流し、数月籠城の後、和睦に及びたれども、仏蘭西は依然として旧の仏蘭西に異ならず。彼の今川の始末に較れば、日を同うして語るべからず。その故は何ぞや。駿河の人民は唯義元一人に依りすがり、その身は客分の積りにて、駿河の国を我本国と思う者なく、仏蘭西には報国の士民多くして、国の難を銘々の身に引受け、人の勧を待たずして、自から本国のために戦う者あるゆえ、斯る相違も出来しことなり。これに由て考うれば、外国へ対して自国を守るに当り、その国人に独立の気力ある者は国を思うこと深切にして、独立の気力なき者は不深切なること推て知るべきなり。

第二条 内に居て独立の地位を得ざる者は、外に在て外国人に接するときも亦独立の権義を伸ること能わず。

 独立の気力なき者は必ず人に依頼す、人に依頼する者は必ず人を恐る、人を恐るゝ者は必ず人に諂うものなり。常に人を恐れ、人に諂う者は次第にこれに慣れ、その面の皮、鉄の如くなりて、恥ずべきを恥じず、論ずべきを論ぜず、人をさえ見れば唯腰を屈するのみ。所謂習、性と為るとはこの事にて、慣たることは容易に改め難きものなり。譬えば今、日本にて平民に苗字、乗馬を許し、裁判所の風も改まりて、表向は先ず士族と同等のようなれども、その習慣俄に変ぜず、平民の根性は依然として旧の平民に異ならず、言語も賤しく応接も賤しく、目上の人に逢えば一言半句の理屈を述ること能わず、立てと云えば立ち、舞えと云えば舞い、その柔順なること家に飼たる痩犬の如し。実に無気無力の鉄面皮と云うべし。昔鎖国の世に、旧幕府の如き窮屈なる政を行う時代なれば、人民に気力なきもその政事に差支えざるのみならず、却て便利なるゆえ、故さらにこれを無智に陥れ、無理に柔順ならしむるを以て役人の得意となせしことなれども、今外国と交るの日に至ては、これがため大なる弊害あり。譬えば田舎の商人等、恐れながら外国の交易に志して横浜などへ来る者あれば、先ず外国人の骨格逞ましきを見てこれに驚き、金の多きを見てこれに驚き、商館の洪大なるに驚き、蒸気船の速きに驚き、既に已に胆を落して、追々この外国人に近づき取引するに及では、その掛引のするどきに驚き、或は無理なる理屈を云掛けらるゝことあれば、啻に驚くのみならずその威力に震い懼れて、無理と知りながら大なる損亡を受け、大なる恥辱を蒙ることあり。こは一人の損亡に非ず。一国の損亡なり。一人の恥辱に非ず、一国の恥辱なり。実に馬鹿らしきようなれども、先祖代々独立の気を吸わざる町人根性、武士には窘められ、裁判所には叱られ、一人扶持取る足軽に逢ても御旦那様と崇めし魂は腹の底まで腐され付き、一朝一夕に洗うべからず、斯る臆病神の手下共が、彼の大胆不敵なる外国人に逢て、胆をぬかるゝは無理ならぬことなり。是即ち内に居て独立を得ざる者は、外に在ても独立すること能わざるの証拠なり。

第三条 独立の気力なき者は、人に依頼して悪事を為すことあり。

 旧幕府の時代に名目金とて、御三家などゝ唱る権威強き大名の名目を借て金を貸し、随分無理なる取引を為せしことあり。その所業甚だ悪むべし。自分の金を貸して返さゞる者あらば、再三再四力を尽して政府に訴うべきなり。然るにこの政府を恐れて訴ることを知らず、きたなくも他人の名目を借り、他人の暴威に依て返金を促すとは卑怯なる挙動ならずや。今日に至ては名目金の沙汰は聞かざれども、或は世間に外国人の名目を借る者はあらずや。余輩未だその確証を得ざるゆえ、明にこゝに論ずること能わざれども、昔日の事を思えば今の世の中にも疑念なきを得ず。この後万々一も外国人雑居などの場合に及び、その名目を借て奸を働く者あらば、国の禍実に云うべからざるべし。故に人民に独立の気力なきは、その取扱に便利などゝて油断すべからず。禍は思わぬ所に起るものなり。国民に独立の気力愈少ければ、国を売るの禍も亦随て益大なるべし。即ちこの条の初に云える、人に依頼して悪事を為すとはこの事なり。

  右三箇条に云う所は皆人民に独立の心なきより生ずる災害なり。今の世に生れ、苟も愛国の意あらん者は、官私を問わず、先ず自己の独立を謀り、余力あらば他人の独立を助け成すべし。父兄は子弟に独立を教え、教師は生徒に独立を勧め、士農工商共に独立して、国を守らざるべからず。概してこれを云えば、人を束縛して独り心配を求るより、人を放て共に苦楽を与にするに若かざるなり。

現代語訳

国は平等だという事

段落一

 およそ人間と呼ばれる者であれば、富める者も貧しい者も、強い者も弱い者も、人民も政府も、その権利において異なる所が無いという事は二編ですでに述べた。今、この事を広げて国家同士の間柄について述べてみよう。

国とは人間が集まってできたもので、日本国は日本人が集まってできたものである。英国は英国人が集まってできたものである。日本人も英国人も等しく天地の間に生きる人間であるからには、お互いにその権利を妨げて良いという道理は無い。一人が別の一人に対して害を加えて良いという道理が無いのであれば、二人が別の二人に対して害を加えて良いという道理も無い。これは百万人でも千万人でも同じ事で、道理が人数によって変わるという事は無い。

今、世界中を見渡してみると、文明開化を成し遂げて、文化も軍備も盛んで富強な国がある。また野蛮未開で、文武ともに不十分で貧弱な国もある。一般に言えば現在、ヨーロッパやアメリカの諸国は富強で、アジアやアフリカの諸国は貧弱である。貧富強弱の差は国の有様の違いであって、そもそも同じであるはずも無い。だからと言って、自分の国が富強である事を利用して貧弱な国に対して無理を押し通そうとするのは、例えるなら相撲取りがその腕力を使って病人の腕をへし折るようなものであり、国家の権利という観点から見れば許されない事である。

近くは我が日本国においても、今日の有様では西洋諸国の富や軍備に及ばない所があるけれども、一国の権利という観点ではほんの少しの違いも無い。道理に外れた無理難題を押し付けられるような事がもしあれば、世界中を敵に回しても恐れる事はない。初編の第三段落目でも言ったように、日本国中の人民が一人残らず命を懸けて、国家の威光を守るとはこの事を言うのである。

それだけではない。貧富強弱の差は天が与えたものではなく、その人の努力次第で変化するものであるから、今日の愚か者も明日には賢者となるように、過去の富強も現在の貧弱となる事もある。古今においてその例は少なくない。だから我が日本国の人々も今より学問を志し、その気力を確かにして、先ず一身の独立を目指し、その後に一国の富強を成し遂げるようにすれば、西洋人の力を恐れる事など何も無い。彼らのうち道理が通じる者とは交際し、道理の通じない者は追い払うまでである。一身独立して一国独立するとはこの事を言うのだ。

一身独立して一国独立するという事

段落二

 前項で述べているように、国と国との関係は平等であるが、国中の人々に独立の気概がなければ、独立国家としての権利を全うする事はできない。その要点は三つある。

第一条 独立の気概を持たない者は、国家の事を真剣に考えない

段落三

 独立とは、自分で自分の体を支配し、他人に依存する心が無い状態を言う。自分で物事の是非を区別して判断を誤る事が無いというのは、他人の知恵に依存しない独立である。自分の頭と体を使って自分の生計を立てるというのは、他人の財力に依存しない独立である。

もし人々がこの独立の心を持たないで、他人の力に頼りきってしまったら、国中の人々は必ず誰かに依存する事となり、その責任を引き受ける者がいなくなってしまう。これは例えるなら目の不自由な盲人の行列を先導する者がいないようなもので、とても不都合な事になるだろう。

ある人がこう言った、「民衆を政治に従わせる事はできるが、政治を理解させる事は難しい。もしこの世の中に愚か者と智者が千人づついたならば、智者が愚か者の上に立って彼らを支配し、その考えに従わせるべきである」と。この考え方は孔子様の流儀であるけれども、実はこれは大きな間違いである。

一つの国家に人々を支配するほどの才徳を備えた者は、千人の内に一人しかいない。もし仮に人口百万人の国があったとして、この内の千人が智者で、残りのおよそ九十九万人が無知な民衆だったとする。智者の才徳をもって民衆を支配し、時に我が子のように愛し、時に羊のように養い、時には脅し、時にはなだめて、恩威共に行われて、その行く先を示せば民衆もよく解らないまま上の命令に従い、盗賊や人殺しなども起きず、国内が無事に治まるかも知れない。

しかしこれは結果として国家の人民を主人と客の二種類に分けてしまう。主人は千人の智者であり、自分の良いように国を支配しているが、残りの者たちは国の事など何も知らない客人である。客人という立場ならばもとより心配事も少なく、ただ主人に頼り切って身に背負う責任もないので、国を思う気持ちも主人ほど真剣にはならないのも当然で、まるで他人事である。

国内だけの事ならそれでも良いかも知れないが、もし外国との戦争などの大事が起きたら、それがどんなに不都合な事であるか想像してみると良い。無知にして無力な民衆は、裏切って敵となる事はないだろうけれども、自分たちは所詮客だからと、命を懸けてまで戦う事は無いと逃げ出す者が多く出るだろう。そうなったらたとえ人口が百万人いたとしても、国を守るために戦う人数ははなはだ少なく、とても一国の独立を維持する事など出来はしない。

段落四

 こういう事であるから、外国の脅威から我が国を守るためには、自由独立の気風を全国に充満させて、身分や地位に関係なく国中の人々全員が、国の問題を自分の問題として考え、智者も愚者も、目が見える者も目が不自由な者も、それぞれが国民としての責務を果たさねばならない。

英国人は英国を自分の大切な国と思い、日本人は日本国を自分の大切な国と思う。その国の土地は他国の人間のものではない、自国の人間の土地であるから、国の事を考える時には自分の家の事の様に考え、国家のためには財産を投げ打つだけに留まらず、自分の命を捨てる事さえ惜しむべきではない。これが国家に報いる報国の大義である。

確かに国の政治を行うのは政府であって、人民はその統治下にある存在であるけれども、これは双方の利益のために都合上その役目を分けたというだけの事である。国家全体の名誉にかかわる問題が起きた時には、その国に生きる人民としてその責任を政府だけに押しつけて、ただ傍観していれば良いという事ではない。

すでに日本国の誰それ、英国の誰それと、その姓名の肩書に国の名前が付き、その国で暮らし、その国で自由に行動する権利を得ている。権利があるからには、それに応じた責任もあって当然の事である。

段落五

 かつて戦国の時代に、駿河の今川義元が数万の兵を率いて織田信長を攻めようとした時、信長は策を講じて桶狭間に兵を伏せ、今川の本陣に突撃して義元を討ち取った。すると残った駿河の軍勢はまるで蜘蛛の子を散らす様に、戦いもせずに逃走し、当時その勢力を誇った今川家も瞬く間に跡形もなく滅亡してしまった。

つい二、三年ほど前のフランスとプロイセンの戦争の時は、緒戦において両国は激しく戦い、フランス皇帝ナポレオン三世がプロイセンの捕虜となった。しかしフランス人はこれで希望を失わなかっただけでなく、ますます奮起して防戦し、戦場に骨をさらして血を流し、数か月の籠城戦の後にようやく和睦に応じたけれども、フランスは以前と変わらぬまま国家を存続させる事ができた。

今川とフランスはまったく違う結末を迎えたけれども、その理由はなんであろうか。駿河の人民はただ君主である義元一人に依存し、自分は客人のつもりで、駿河を自分の大切な国だと思う者がいなかった。それに比べてフランスには報国の心を持った人民が多く、国難を自分の問題として受け止め、誰に強制される訳でもなく、自分から国のために戦う者が多かったから、これほどの違いが生じたのだ。

こうして見ると、外国に対して自国を守ろうとする際には、独立の気力のある国民は国家の事を真剣に考え、独立の気力の無い国民は真剣には考えないという事が解る。

第二条 国内で独立した地位を得る事ができない者は、国外で外国人と接する時にもまた独立の権利を主張する事はできない。

段落六

 独立の気力を持たない者は必ず他者に依存する。他者に依存する者はまた必ず他者を恐れ、他者を恐れる者はまた必ず他者に媚びへつらうものである。常に他者を恐れ媚びへつらう者は次第にその事に慣れて、面の皮も厚くなって恥ずべき事すら恥じなくなる。言うべき時に言うべき事を言わず、他者を見ればただ頭を下げるだけである。いわゆる「習い、性となる」とはこの事で、一度それが身についてしまうとこれを改めるのは簡単ではない。

例えば今、日本では全ての平民が苗字を持ち、馬に乗る事も許され、裁判所での扱いも変わり、表向きには士族と同等の地位を得たように見えるけれども、これまでに身に付いた習慣はすぐに変わるものではない。性根の部分では依然として昔のままの平民と同じで、言葉づかいや態度は卑屈なままで、目上の人間の前ではたった一言の理屈を述べる事さえできず、立てと言われれば立ち、踊れと言われれば言われるがままに踊り、その従順な有様はまるで飼い犬の様である。まったく無気力であるが故の恥知らずと言うべきである。
かつて日本が鎖国していた頃の、旧幕府のような窮屈な政治を行う時代には、人民に気力が無くとも政治上の問題となるばかりか、かえって逆に大変都合が良かったために、役人達は人民に余計な知識を与えず、無理矢理に従順な状態にしてそれを得意がっていのだが、外国と交易をする様になった今日においては、この事が大きな問題となる。

例えば今、田舎の商人達が外国人と交易をしようと恐る恐る横浜にやって来たとする。すると彼らはまず外国人の大きな体格に驚き、彼らの持つ財産に驚き、その商館が巨大である事に驚き、蒸気船の速さに驚き、すっかり怖気づいてしまう事となる。そして実際に外国人と取引をする段になると、彼らの駆け引きの上手さに驚き、また無茶な要求を持ちかけられたりすれば、ただ驚くばかりでなくその威信に恐れおののき、無茶と知りながらも多大な損失を引き受け、大きな恥辱を被る事となる。

これは一個人の損失ではなく、国家の損失である。一人の恥辱ではなく、国家の恥辱である。馬鹿らしい事の様に思えるかも知れないが、先祖代々独立の気を養う事の無かった町人根性、武士には窘められ、裁判所には叱られ、一人扶持しか持たぬ足軽さえも旦那様と呼んで崇めていたその性根は腹の底まで腐っており、一朝一夕に変えられるものではない。この様な臆病神に取りつかれた者たちが、大胆不敵な外国人に会った時、胆を抜かれてしまうのは無理もない事である。これがつまり、国内で独立した地位を得る事ができない者は、国外で外国人と接する時にもまた独立の権利を主張する事はできないという事の証左である。

第三条 独立の気力を持たない者は、他人の力を借りて悪事を働く事もある。

段落七

 旧幕府の時代には名目金といって、御三家などと呼ばれる権威の高い大名の名を借りて金を貸し、無茶な取引を強要する事があった。その所業ははなはだ憎むべきである。自分の金を貸してもし返さない者があれば、繰り返し政府に訴えるべきなのだ。それなのに政府を恐れて訴えを起こす事もせず、卑劣にも他人の名を借り、その権威をかさに返金を迫るとは卑怯な事ではないか。今日では名目金の話を聞く事はないけれども、世間にはもしかしたら外国人の名を借りる者がいるかも知れない。私にはその確証が無いので、これを事実として論じる事はできないけれども、過去の事実を思えば今の世の中にも疑念を生じざるを得ない。

将来、万が一にも外国人達が国内で自由に暮らす様になったりした場合、その名を借りて悪事を働く者があれば、国家の大きな災いとなるのは言うまでもない。だから独立の気力を持たない人民は、その取扱いが楽だなどと油断してはいけない。災いというのは思わぬ所から起きるものである。国民の持つ独立の気力が小さければ小さいほど、彼らが外国人におもねって国を売る可能性もそれだけ大きくなる。これがつまり上で述べた、他人の力を借りて悪事を働くという事である。

段落八


  上の三ヶ条で述べた事は、人民に独立心が無い事から起こる弊害である。今の時代に生まれて、仮にも国を愛する気持ちを持つ者ならば、官私の別を問わず先ず自身が独立を成し遂げ、なお余力があれば他者の独立を助けてやるべきである。父親や兄は子や弟に独立を教え、教師は生徒に独立を勧め、士農工商すべての人々が独立をして国を守らねばならない。解りやすく要約すれば、人々を束縛して独りで困難を抱え込むよりも、人々を解き放ってその困難を共有した方が良いという事だ。

Every country is equal.

Paragraph 1

 All human beings, whether they are rich or poor, strong or weak, even the people and the government, have equal rights. I said so in the second chapter. Now I'm going to extend this and apply it to the relationship between countries.

A country consists of its people. Japan consists of Japanese people and England consists of English people. Both Japanese and English people live between the same heaven and earth, so they don't have any reason to violate their rights each other. If one person must not harm another person, two people also must not harm other two people. This is the same even if the number is a million or a billion, and the reasons of things never change according to the number of people.

Now I look out over the world, some countries are civilized, strong and rich, others are uncivilized, weak and poor. In general, European and American countries are rich and strong, and Asian and African countries are poor and weak. These are only the state of countries and it is normal there are differences among countries. However, to take advantage of its strength to force weak countries is no different than that a strong sumo wrestler breaks weak ill person's arm with his arm power. This is an unforgivable violation of countries' rights.

Our Japan, is not as rich and strong as Western countries today. But it has the completely same rights as they have. If they try to force us unreasonably, we don't have to be afraid of even all countries around the world. As I said in the third paragraph of the first chapter, all Japanese people should stand up for national prestige at the risk of our lives.

Moreover, the state of wealth, poverty, strength or weakness is not given from Heaven, and we can change it by our efforts. Like the fool today can be the wise tomorrow, rich and strong countries can be poor and weak in the future. There are many examples in the history. So from now on, we Japanese have to learn eagerly, have a strong will and be independent. And we don't have to be afraid of Western countries at all. We can associate with reasonable countries and drive away unreasonable countries. This is what I say, "After each person becomes independent, a country can be independent."

After each person becomes independent, a country can be independent.

Paragraph 2

 As I said in the previous section, every country is equal. But if its people don't have the spirit of independence, a country cannot fulfill its rights. There are three points on this matter.

Article 1 - A person who doesn't have the spirit of independence doesn't take his country to heart.

Paragraph 3

 Independence is the state of controlling one's own body and not relying on others. A person who can judge what is good or bad by himself has the spirit of independence from others' wisdom. A person who can earn his living has the spirit of independence from others' money.

If the people don't have these spirit of independence and try to just rely on others, all the people become dependent and nobody takes responsibility. This is as if nobody led a parade of blind people and it is utterly inconvenient.

Someone said, "You can make people follow you. But it is difficult to make people understand the reason. If there are a thousand fools and a thousand wise people, the wise people should rule and control the fools." This is a Confucius' way, however, this is utterly wrong as a matter of fact.

In a thousand people, there is only one person who has ability and virtue to rule a country. If there were a country with a million people, a thousand would be wise people and the other about nine hundred and ninety thousand would be ignorant people. If the wise people ruled the ignorant people with ability and virtue, loved them as if they were children, shepherd them as if they were sheep, threatened and tamed them, and led them; the ignorant people would obey the wise people without thinking, would not commit a crime and the country might be kept in peace.

But in this way, the people would be separated into hosts and guests. The hosts were the wise people and they would rule the country as they wished. The others were the guests who knew nothing. As guests, they would rely on hosts, would not take responsibility and would not care about the country's matter as if it were none of their business.

Within the country, this might not be a problem. But If a war with a foreign country occurred, this should be a big problem. Although those ignorant people would not turn traitors, a lot of them would think guests didn't need sacrifice their lives to the country and they would run away. If so, even though the country had a million people, there were a very few people who fought for the country and it could not maintain its independence.

Paragraph 4

 Therefore, to defend our country from foreign threats; all Japanese people, both the upper class and the lower class, the wise and the fool, the fit and the disabled, must have the spirit of independence, consider its problems as one's own problems and fulfill obligations of the people.

English people consider England as their own country and Japanese people consider Japan as their own country. Each country's territory is not foreign people's land. It is each country's people's land. So the people should consider their country as their own home and serve it at the risk of their life and property. This is how to serve the country.

It is no doubt that the government rules the country and the people are ruled by the government. However, it is only because they share their roles for the convenience of both side. So, to maintain the national honor, we must not just rely on the government and must not be bystanders.

Whether in Japan or in England, the people who have its nationality have the rights and freedom within the country. If you already have the rights, you must have obligations as well.

Paragraph 5

 In the Sengoku period, when Imagawa Yoshimoto of Suruga invaded Owari with tens of thousands of troops, Oda Nobunaga of Owari ambushed them at Okehazama, assaulted the Imagawa headquarters and killed Yoshimoto. Then Imagawa troops routed without a fight and the prosperous Imagawa government fell without a trace in a short time.

Just a few years ago, in the beginning of the Franco-Prussian War, French Emperor Napoleon III was captured by Prussian troops. But French people didn't give up, on the contrary, they roused themselves and fought at the risk of their lives. After some months siege, they concluded a peace with Prussia, but France survived as before.

Why did Imagawa and France reach different conclusions? All the people of Suruga depended on Yoshimoto, considered themselves as guests and nobody consider Suruga as their own country. On the other hand, France had a lot of patriotic people. They considered its problems as their own problems and fought for their country voluntarily. This is why they reached such different conclusions.

Therefore, when you defend your country from foreign threats, you can easily imagine that the people with the spirit of independence take their country to heart and the people without the spirit of independence don't.

Article 2 – A person who cannot obtain the position of independence domestically also cannot claim the right of independence internationally.

Paragraph 6

 A person who doesn't have the spirit of independence certainly depends on others. A person who depends on others is certainly afraid of them. A person who is afraid of others certainly flatters them. A person who is always afraid of others and flatters them accustoms himself to do it little by little and comes to be shameless. He cannot say anything when he should say and can only bow to others. This is what is called, "Habit is second nature." And you cannot mend your habits easily.

In Japan now, the common people are allowed to have their family name and to ride on horses. The courts' treatment of them has changed and they are treated equally as samurais apparently. But their habits haven't changed drastically. The common people's nature is the same as before. Their speech and manners so humble that they cannot deliver an opinion in front of superiors. They stand up and dance as they are told. They are obedient as if they were lean house dogs. How helpless and shameless they are.

Once, while Japan was isolated and the shogunate ruled the people tightly, the obedience of the people did not cause any problems. On the contrary, it was rather convenient for the shogunate. So the officials made the people ignorant and took advantage of their obedience. But Japan trades with foreign countries now and these things cause a big problem.

For instance, when a merchant from the country went to Yokohama in order to trade with foreign countries, he would be shocked by robust physique of foreign people, their money, the size of their office and the speed of their steamship, and he would be discouraged. Then when he did business with them, he would be shocked by their sharpness. If they pressured him unreasonably, he would be not only shocked but also frightened by their pressure and would accept the big loss with knowing it was unreasonable. It would humiliate him a lot.

This is not just one person's loss, it's a national loss. It is not just one person's humiliation, it's a national humiliation. You may think this is absurd. But the common people's nature transmitted from generation to generation cannot change in a short time. Because they had been reproached by sumurais, scolded by the courts, they had been humble even to the lowest foot soldiers and their spirits have been rotten at the core. It is understandable that such coward people get frightened by bold foreign people. This is the proof that a person who cannot obtain the position of independence domestically also cannot claim the right of independence internationally.

Article 3 - A person who doesn't have the spirit of independence may do wrong by taking advantage of another person's authority.

Paragraph 7

 While the shogunate ruled this country, some people were forcing unreasonable deals on others with the authority of powerful feudal lords, like the Three branches of the Tokugawa clan. They lent money by using another person's name. It was very hateful deed. If there is someone who doesn't pay back his debt, you should bring a lawsuit repeatedly. But they were too afraid of the shogunate to make a lawsuit. So they were forcing payback with another person's name and its power. How cowardly they were. Today I don't hear a story of such a thing. But I wonder if there is someone who uses foreign people's name. I don't have any evidence and cannot argue definitely. But when I recall the past, I cannot help suspecting.

In the future, if foreign people lived in Japan freely, someone would do wrong by taking advantage of their names. It should cause a national problem. So you should not let your guard down when the people don't have the spirit of independence even if it is convenient for you. A problem always happens unexpectedly. The less the people have the spirit of independence, the more the people flatter foreign people and sell the country. This is what I said above, "To do wrong by taking advantage of another person's authority."

Paragraph 8

  Three articles I said above are problems caused by the lack of the spirit of independence. Those who live today and love their country, whether they are public servants or not, should become independent. After that, if you have remaining power, you should help others become independent. Parents and older siblings should teach their children and younger siblings independence. Teachers should encourage their students to become independent. All people of the four categories should become independent and defend their country together. In other words, it is better to free the people and share the burden than to bind the people and shoulder the burden by yourself.
